Pastor Chen was born in 1979 into a Christian family in Xiamen, China, a seaside city deeply influenced by Christianity. He worked in computer and lawyer professions in China. When he was 30 years old, he was studying for a master's degree in law at the University of Glasgow in Scotland. He was touched by Reformed theology and experienced a thorough repentance. At the age of 33, he was clearly called to full-time service.
Pastor Chen received theological training at WTS from 2014 to 2019 and obtained an Mdiv degree. In 2022, he was ordained as a teaching elder in a PCA Chinese church.
From 2024, God led Pastor Chen and his family to plant Ark Covenant Church in the Fairfax area, establishing a Christian-centered Chinese church.
